Stockport Skybeam Light Pollution

This picture shows a Skybeam installed at the top of the clock tower in Stockport's Town Centre shopping precinct. It has been installed to celebrate the 40th anniversary of the precinct. The Skybeam, which shines along the flight path to Manchester Airport (the aircraft fly over the clock tower!), is reported to be a permanent installation.

Stockport Council's draft Unitary Development Plan (to be adopted in early 2006) specifically outlaws such installations as these. What are they playing at?

Is this the skybeam that has recently been overturned by Stockport's Planning Board? It is just that I am concerned that Barnsley Council seems intent on implementing a similar scheme above its town centre, a halo of light!!

Yes, this is the beam that was turned down by Stockport's Planning Board. It was deemed to be an advert. It was directly below the flight path.
