Misaligned Advertisement lighting

The Millstone restaurant and bar at Tickhill, Doncaster.

I’m often puzzled as to why people go to great lengths to get advertising consent to illuminate a sign then fail to maintain the alignment of the lights fittings. This kind of misalignment is all too common with up-lighting.

Forget the sign; it’s the night sky that’s now going to get illuminated causing unnecessary light pollution and energy waste.

Surely it would be better to place the lights above the sign and point them downwards? There are two benefits to this: 1) less light pollution, 2) the lights illuminate whatever is below (presumably an entrance or car park). The latter benefit reduces the need for other lights thus reducing the electricity and maintenance costs. Total no-brainer.
